JOB TITLE: Benefits Specialist REPORTS TO: Director, Human Resources FLSA STATUS: Non-ExemptJOB OVERVIEW: Responsible for compensation and benefit administration process. Additional human resources related responsibilities in some or all of the following functional areas: recruitment and retention, policies and standards, employee relations, training, employment law, labor relations.
ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:
1. Participates in developing department goals, objectives and systems. 2. Responds to all approved compensation and benefit surveys. Monitors trends and recommends changes when appropriate. 3. Performs benefits administration to include claim problems, change reporting, approving invoices for payment and communicating benefit information to employees and providers. Responds to questions from providers and employees. 4. Develops and maintains affirmative action program; files EEO-1 report annually; maintains other records, reports and logs to conform to EEO regulations. 5. Maintains and administers all legally required benefit and leave programs such as COBRA, FMLA, Family Care, and ADA. 6. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed. 7. Maintains Human Resources Information System records and compiles reports from database. 8. Represents the company in unemployment claims. 9. Tracks and monitors L & I claims. Works with Safety Committee and consultant to improve safety record. 10. Maintains and coordinates employee recognition programs, social activities and community involvement when appropriate. 11. Works with other members of the HR team to design and/or facilitate for implementation employee orientation and other training as assigned. 12. Works to maintain compliance with federal and state regulations in employment practices. 13. Assists managers with counseling, coaching and discipline. 14. Participates in mediation between union(s), employees and managers. 15. Provides cross coverage for other HR functions as needed.

QUALIFICATIONS:
Education: Bachelor’s degree Human Resources Management or related field OR 5 years progressively responsible HR experience or combination of education and experience.
Experience: As above. One year work experience in HR and health care experience preferred but not required.
Skills: 1. Ability to objectively coach employees and management through difficult issues. 2. Ability to organize and prioritize work. 3. Ability to research and analyze various different types of data. 4. Ability to make recommendation to effectively resolve problems or issues, using judgment that is consistent with standards, policies, regulations and employment law. 5. Excellent organizational and interpersonal communication skills. 6. Ability to recognize customers and provide excellent customer service skills. 7. Demonstrated ability to manage multiple priorities. 8. Ability to effectively present information and respond to questions from groups of managers, employees, vendors, customers and physicians.
Other Requirements: Must convey a professional demeanor. 1. Must be able to act calmly and effectively in a busy or stressful situation. 2. Ability to communicate effectively in the English language in person, by phone and in writing. 3. Requires adherence to all policies and procedures, including standards for safety, attendance, punctuality and personal appearance. 4. Must be able to establish and maintain effective working relationships with managers and peers.
Physical Requirements: Hearing: Adequate to perform job duties in person and over the telephone. Speaking: Must be able to communicate clearly in person and over the telephone. Vision: Visual acuity adequate to perform job duties, including reading information from printed sources and computer screens. Other: Requires frequent bending, reaching, standing, walking, squatting and sitting, pushing and pulling exerted regularly throughout a regular work shift.
